If you are on Ubuntu/Linux Mint, first install cabextract and lcab.
sudo apt-get install cabextract lcabNow you can easily extract a CAB file using the Terminal,
cabextract filename.cabTo create a CAB file, use,
lcab input files filename.cabIf you are on Windows, there is an old but free and working tool called cabpack. With cabpack, you can easily create and extract CAB files with a GUI. It is a lightweight portable application, so no need to install. It also runs on Linux under WINE.
